Councilmember Kolar remains dedicated to the people of Hutto, proudly serving without compensation as a testament to her commitment to public service while SAVING Hutto tax payers $28,800 during her first three-year term on the Council.


She looks forward to earning your vote for the upcoming June 7th election!




*According to the Texas Constitution, because of her position with the state, Councilmember Kolar is not eligible to receive a salary from the City of Hutto—she serves without pay, driven by her commitment to the community.

Collaborate with Council: Cut Budgets and Tax Rates


Councilmember Kolar led the effort to reduce the FY 2025 budget by $1.8 million, prioritizing fiscal responsibility without compromising essential services.

In FY 2024, Councilmember Kolar held the line by refusing to support a tax rate increase. By maintaining the existing rate, she helped secure better pay for the Hutto Police Department and ensured dedicated funding for road maintenance—something the city had not previously prioritized in past budgets.

Other Accomplishments

After the FY 2023 budget was presented in a basic format with only high-level information, Councilmember Kolar strongly advocated for greater transparency and detail in future budgets. As a result, beginning in FY 2024, city staff implemented ClearGov—a software platform that provides residents with a clearer, more accessible view of how taxpayer dollars are allocated and spent.

Over the past three years, Councilmember Kolar has consistently stood for transparency in local government:


  1. Voted to keep Hutto’s Financial Disclosure form aligned with state law.
  2. Voted against a policy limiting public access to these documents. 
  3. Voted to repeal that policy and make Financial Disclosures available on the City’s website.
     

Transparency matters—and her voting record shows her commitment to open government and accountability.

Thirteen cents has been the I&S (interest & sinking) portion of the tax rate for FY 2023, FY 2024, and FY 2025. 


Councilmember Kolar approved infrastructure bonds without increasing the I&S rate, demonstrating a commitment to responsible fiscal planning and protecting taxpayers while planning for growth.
